【摘要】:ThisguideisintendedforusewithinaRBCAprocessorotherrisk-basedframeworkforprotectionofhumanhealthandtheenvironmentthatisbasedonanevaluationofsources,exposurepathways,andreceptors.ThisguideisintendedtoidentifythefactorsthatshouldbeconsideredintheselectionandimplementationofanappropriateremedialactiontoaddressCOCspresentinenvironmentalmediaatthesiteatconcentrationsabovetheremedialactionlevels.Thespecificprocessusedtoselecttheremedialactionwillvarywidelyfromsitetosite.However,inallcases,theselectedremedialactionshouldbebothaprotectiveremedialaction(thatis,achievestherisk-basedremedialactionobjectives)andanacceptableremedialaction(thatis,satisfiesthenon-riskremedialactionobjectives).1.1Thisguidecoverstheselectionofappropriateremedialactionsatsiteswhereareleaseofchemicals(forexample,vapor-phase,dissolved-phase,ornon-aqueousphaseliquids(NAPL))intotheenvironmenthasoccurred.ThisoverallremedyselectionprocessisillustratedinFig.1.Theguideisintendedtobeappliedwithinarisk-basedcorrectiveaction(RBCA)framework.1.2Thepurposeofthisguideistofacilitatetheselectionofacceptableremedialactionsandtominimizebaddecisionsleadingtotheselectionofremedialactionsthatdonotsatisfyboththerisk-basedremedialactionobjectivesandthenon-riskremedialactionobjectives.1.3Thisguideisintendedtobeappliedatsitesthatrequirearemedialactiontoaddressunacceptablehumanheathorecologicalrisks,otherregulatoryrequirements,and/orotherunacceptablesiteconditions.Priortouseofthisguide,asiteassessmentshouldbecompletedresultingin:(1)theestablishmentofremedialactionobjectives,(2)adeterminationthataremedialactionisrequiredtoachievetheremedialactionobjectives,(3)anidentificationofsiteareasrequiringaremedialaction,and(4)aconceptualsitemodelthatreflectstheresultsofthesiteassessment.Therisk-basedremedialactionobjectivesareassumedtohavebeenestablishedusingRBCAoranotherrisk-basedassessmentmethodthatresultsintheidentificationofappropriateremedialactionobjectivesbasedonanevaluationofsources,exposurepathways,andpotentialreceptors.RemedialactionobjectivesmaybeestablishedusingGuideE1739,GuideE2081,and/orGuideE2205.Inaddition,applicablefederal,state,andlocalregulations,statutes,andpoliciesshouldbefollowedandshouldformthebasisfordeterminingrisk-basedandnon-riskremedialactionobjectives.Theremedialactionobjectivesmayincluderesourceprotectionstandardsandthepreventionofaestheticornuisanceimpactsinadditiontoprotectionofhumanhealthandtheenvironment.1.4Eachrisk-basedremedialactionobjectiveforanexposurepathwaywilltypicallyincludenumericremedialactionlevelsforeachchemicalofconcern(COC).Remedialactionlevelsmayalsobedevelopedfornon-riskremedialactionobjectivessuchasresourceprotectionstandards.Thenon-riskremedialactionlevelsmayincludethicknessormobilitycriteriaforNAPL.Theselectedremedymustbeeffectiveandtimelyforeachremedialactionobjectivebasedontheconsiderationoftheassociatedexposurepathwayorresourceprotectionstandard.1.5Tofacilitatetheselectionofacceptableremedialactions,thisguideestablishesaprocessforremedyselection(Fig.2)......
